The principles and procedures are the result of public pressures and struggles among the Congress, the Executive Branch, and the services. The struggles are traced from the creation of the Continental Army in 1776 through the next 200 years. Particular attention is paid to recruitment, retention, compensation, desertion, punishment, drinking, and race.
